Yes. The QT feature is to limit what you hear to conversations that you want to hear. Technically, you are supposed to turn off the QT before you transmit to make sure other people aren’t using the channel. This way you don’t interfere with them. Turning it off and listening is simply the same as using a scanner to hear transmissions. There is normally a switch to turn this feature on or off. Perhaps you need to find the menu if the radio has an alphanumeric display to locate the controls for it. You may not be able to talk to the other people if their QT control is still active. They won’t hear you.
The QT filter is an option that can either be enabled or disabled. It will be in your manual. It’s likely you actually have the CTCSS enabled, as they default on when new.
You need to see if your CTCSS/DCS tones/codes are enabled or disabled. Again, the manual shows you how.
Typically, Motorolas default to QT off and CTCSS code is set to “1″. Setting the CTCSS tones to “0″ will disable this function, and allow you to talk to other radios.
