Oops. There’s a difference between Family Radio Service (FRS) and GMRS. You do have to buy a license for the latter.

Yes. The channels 8 to 14 are in the FRS service and you can use them with out a license though. You do need to get a GMRS license from the FCC to use all the features and higher power those units provide. There is only one license needed for a family so you don’t need one for every one in your house hold.

Yes, a license is required to use GMRS frequencies.
