Motorola Talkabout, very tough, very durable, very long range, and not too expensive.

Nothing available that will do this. All those radios you see advertised with these outrageous range claims are totally false. I can’t even make that range on my amateur radio equipment. (This is direct point-to-point, handheld communications, without a repeater as all consumer-grade equipment is made for)

All GMRS equipment requires a license. With your license you can use repeaters through GMRS. Other options include an amateur radio license, which requires a test.
