saturn is incorrect, but close. most radios have automatic squelch, that is, you dont hear the static in the background when no (or a weak signal) is being recieved. when a strong enough signal is sent, the squelch opens and you hear the transmission.
there are cases where you want to over ride the squelch:
-if the signal you are listening for is very weak
-you want to check to make sure the frequency is not in use
this is where you would use the monitor function
