Very simple two way radios from the US will work just fine. Motorola makes several great models with earbuds and silent / vibrate options. Just set each radio for the same frequency and you are all set.

Are you sure about that? If they use different frequencies in Europe you might end up distorting important things like police radio and that will get you into big trouble.

Better buy them from a German web shop, e. g. from ebay.de, from these categories:
“Startseite > Kaufen > TV, Video & Elektronik > Funktechnik > Walkie-Talkies” and “… > CB-Funk”
(The German word “Funk” means radio.)

Maybe is better for you, since it is in English. You should be fine buying from the UK, I think the radio-frequencies are standard across Europe.
